Reasons for refusal: The proposal would result in a significant, total loss of an important local service to the community, where it is not considered that the applicant has made every reasonable attempt to secure suitable business or local comminuty re-use of the facility. The resulting dwellinghouse would represent an unjustified and unsustainable development outside of the defined development area.
